Is it possible for partial fill ups to NOT be calculated into your overall mileage? I am ok with it displaying my current miles tracked and average fuel price but partial mileage numbers skewed my overall car mileage.

Sorry, partial fill ups are included in your overall average. You could either completely skip your partial fills and then mark your next tank as "missed a fuel-up", or things should naturally even out over time as you add more fuel-ups. A little variation here and there is perfectly normal since this isn't an exact science.

In this case, 'Fuelly' could offer an option to autofill the odometer's state using a calculation beteween the last odometer number and the litres fueled and the AVG consume. This could be a good alternative for a more undistorsioned AVG consume line.
(Sorry about my English)
