MPG Data Not Adding Up

Was looking at Scion iQ fuel data. Its around 35MPG for Scion and lower 40's for Toyota. How can this be? I assume the Toyo's are in Europe/Japan. Is the conversion not working out right? If this is the case, what about vehicles like Ford Fiesta that are sold in North America and Europe under same name and brand? Would those average MPGs be skewed one way or the other?
