Question : When a cop pulls someone over, are they trained to wait for a "clear area" to pull the person over?

I ask because I remember being signalled to pull over once in a bad part of the highway. I deliberately drove a bit farther to find a safe place to pull over. I might have even pulled off the freeway even though I was risking looking like a "runner" (can't remember the context right now).

What I used to do in my speeding days was, slow down to below the speed limit so they would know you weren't running, and continue to a safer location, so the officer can quickly catch up to you.
