Civic VX or HX?

Well a friend of mine is interested in buying a FE. She like the looks of the 96-2000 Civic and I told her about the HX. She also like the FE of the VX. She does a decent amount of city driving with 20% on freeways. The thing now is, HX models are more common to find, while the VX are near to impossible. Should she take the hit and purchase an HX instead?

I'd rather have the HX because it's OBD 2. My HX - worst city mpg 30 - with all A/C on, a fuel economy killer and no hypermiling. Best city hypermiled mpg 54, best tank, all highway 50.252 mpg at 70 mph highway no A/C.
