Yup another good one.:-)
According to the text this bolt on passive device can increase fuel economy by up to 33%, and can add up to 20 additional horsepower!

Hmm , so if I buy 3 of them .....

I think those % gains are from the tooth fairy.

I saw some other goodies on ebay too , like the electric supercharger you put on your air intake and the +20Hp chip selling for $6 that was actualy just a 5 cent resistor .

Nah, the part. I doubt someone would actually manufacture an item this useless... I'm thinking it was part of something that was bought en masse and dissassembled? Then again, given the crap I've seen at dollar stores, maybe it was built specifically to do nothing, which it probably does spectaculary.
