I hear about that happening once a year...I suspect it's pretty common.

Neighbors should step up. I didn't watch the video but I assume it went like this:
Neighbor has automatic delivery or ordered delivery
House has nozzle for oil tank but tank has been removed
Truck went to wrong house

In that case, neighbor has a bill for oil that they didn't get, and an empty tank even though they ordered oil. They should notify the neighbor who's got a big cleanup going on...

I still can't help but think that the fill tube should have been capped on the inside, and possibly put a lock on the outside of the fill tube.

Agreed. I would remove my fill tube. Failing that, I'd cap it securely. If I was too lazy, I'd at least fill it with garbage so that the oil guy would be like "WTF?".

I think the law is that you have to turn the inlet piping upside down.

A friend of ours had that happen (about 20 years ago) - Chris Ford, coach of the Celtics. I think he had 1000 gallons of oil in his basement before they stopped pumping. Wasn't discovered for 2 or 3 days (they were traveling).
