Need to know what is positive/negative wire on OBD II Port

I have a 2009 Honda CR-V EX, need to know what is the positive/negative wire and what pin is it assigned to. Purchased a Volo Performance OBD Dynamic Soft-Flash Chip, the website shows me that pin 16 is positive and pin 4 is negative, is this correct? And has anyone tried this product.
