Privileged parking
 
Edinburgh City Council, here in Scotland, is looking at bringing in a charge on companies and businesses that have private parking for employees and customers. This will only effect the city centre, the most congested and polluted part of the city.
A scheme, similar to this, was introduced in Nottingham in 2010. There, any business providing privileged parking for employees and customers, are charged £402/annum for each space. It is then up to the business whether they pass on the charge to their employees and customers.
Most companies pass on the parking charge to their employees, which then makes public transport a more attractive means of getting to work than it was with free parking available.
I know, when I worked in Edinburgh, the toll on the Forth Road Bridge made public transport the best option for me. The bridge tolls were pricier than the fuel used. Now the bridge is free, and congested every rush hour!

I feel like they make changes like this just to mix things up and make you think they're doing some kind of work. I hate it.

Wouldn't work in rural areas like I live in in Tennessee, USA. There is no public transportation except for city buses (no trains) so driving a car is the only option

Our public transport is regular and free at weekends. It was an experiment by the Welsh government to get people out and about more and spending money. It was very successful, and they carried it on permanently. We like to go to Aberystwyth a coastal town, drink all day and then get the bus back. Not every line is free though, and other modes like trains etc are not free.
