If anything Canada is stricter on emissions and safety than the US. I don't think there would be much problems getting a canadian vehicle registered.

You would have to pay an import duty on it though, and then pay sales tax on it in your state when you register it. This will increase your costs.

Yup, you definitely do, but it's usually checked on the way back. On the way there, they just want to see any government issued ID.

I was wondering if you would possibly sell the rims alone. I am only interested in buying the rims for my 1996 Honda Civic Hatchback.
