I didn't want to be the first to say it but go to another mechanic because it sounds like he knows theres another problem and is just blaming it on eoc instead of fixing the real problem.

You have to either have a main fuse going out...

You have to either have a main fuse going out somewhere or you connections to the alternator are in poor conditions causing an incomplete current. Or you have an electrical drain somewhere causing...
