Yes it does. I tried to Google for an image to post of a 92-95 Civic HB with the moonroof open but I ended up with pictures of girls in thongs. That is not exactly what it looks like.

I think what paid4 is describing is much more severe than just the "tilt" position of a tilt 'n' slide roof.

I also went looking for a pic of an externally sliding open moonroof but couldn't find one. Not only does he have the fully open roof, but the angle is more severe, and it's further back where it's going to wreck any airflow that may still be attached...

I would think the side windows would act like a parachute. The sun roof would be my pick. I would vent it or open 1/4 of the way, this should pull the heat / interior air out. the low pressure at the sun roof acts like a vacuum, I've seen a few girls with their hair being sucked straight up if they don't tie it down. Or another example is a convertible car, if they dont have a windscreen the air flows over the front seats to the back and then forward to the low pressure zone making the hair push to the dashboard and in front of there eyes. A/C is my option when really hot, all windows up and recirculate the air for max coolness.

I think of them as the ones who test every wacked out idea, and then let me know which ones work, and then I get to pick and choose which ones will work for me. For example, for me, I gotta use the AC, or be a social pariah. But it's fun to talk about "what if" I absolutely didn't want to use it...
