I had a tractor-trailer do that to me yesterday. I was on I-95 going 65 MPH in the right lane, in very light traffic. He could have easily passed me but he rode my bumper (2 - 3 feet away) until I shut off the cruise and slowed down to 55. He was so close I did not see his headlights in my rearview mirror.
