Scangauge wrongly reports TPS@16?

On a 96 Intrepid, SG is reporting TPS at 16. But the throttle is not depressed and the butterfly is closed...
Whats going on?

My Santa Fe is 13 or more idling. It's just a marker number.

My Focus is also 16 at idle. It has to be open a little bit to allow enough air through for the engine to idle. On some cars, this scale starts at zero, but it's never really closed all the way unless it has a separate idle circuit.

2000 2.0 Jetta

a/c off - TPS = 3
a/c on - TPS = 5-6

Max TPS = 75

Think the Flea's idle TPS is around 13.

14-16 is usually the default value on DCXs

Baseline Figures

You need to establish the baseline at zero throttle and full throttle:

Hondas (IIRC) generally are 9-92% TPS (zero = 9, and WOT = 92). Each vehicle's user has to adapt to the similar output numbers.
