It is no longer a theory for me, hho needs no outside oxygen to run an internal combustion engine and you can use it as a stand alone fuel. Checkout this link

The purpose for this experiment is to show how hho can be mixed with any fuel and act as an oxidizer (oxygen) for that fuel with no need for outside or ambient air.
