how small of a diesel engine could you get to power this? Match the vw 1 liter car in mpg?!

I don't think so

This thing is small, and probably light, and it has a small frontal area, but it's not very aerodynamic.

Is the sunroof large enough to clear an ejection seat? That may be your only chance at surviving a crash in this thing.

Good idea! You could probably jury rig a system using an airbag sensor from a newer car.

Yes, the above was said in a slightly mocking manner.

In all seriousness, that car could use a good roll cage. Would make it have some semblence of safety. As it is, it's about like a motorcycle.
