Supposedly, it replaces your existing cat and can increase FE up to 5 times what you are getting now. I would explain it to you but it is a little complicated. Here is the link to the video, very interesting:

Ya, ya, it works great. It took my 2007 Yaris from a misly 45 MPG to 200 MPG! But it gets "better"...the product also doubles the horsepower of the engine, and converts the engine emissions to pure oxygen so be mindful when smoking around the car.

They just tested it on a Dodge ram V8 van. early test results showed 312 mpg average on 10 tanks of fuel. if this doesn't open any eyes I don't know what will.

Any product listed as a "miracle" is something to be skeptical of. If "it's a miracle" is the best way to describe how it works, it likely doesn't.

Hydro Assist Fuel Cell - PICC

This would make a good Myth Buster's episode !

{Our scientific testing has led us to believe that the PICC will increase the mileage of all personal vehicles to over 100 miles per gallon (city or highway).

I know a guy from work that bought the hydro assist fuel cell from this company. He paid about $1000 for the kit. they guarantee that is will increase fuel mileage by 50%. But we will see. I hope that it works and I am glad he is taking the risk on this and not me. I will let you all know the results probably within one month. He should be having it installed in two weeks.

I seem to remember something similar in the J. C. Whitney catalog about 35 years ago...some sort of catalyst mesh that went under the carburetor that was supposed to do wonders for gas mileage...
