Wikipedia describes the Lupo: "It was introduced in 1998 to fill a gap at the bottom of the VW model range caused by the increasing size and weight of the VW Polo."
EDIT: note "Production of the Lupo ceased in 2005. It has been replaced by the VW Fox."
So the "gap" at the bottom of VW's North American lineup is now 2 models wide.
The lowest CO2 output of any car is the new Model 451 (2007) smart fortwo cdi, which only a couple of weeks ago was homologated (EC approved) at 88 grams of CO2 per km, two less than the outgoing model, which was officially rated at 90 g/km in the EU cycle.
The VW BlueMotion produces 102 g/km of CO2.....not even close.....my car is already at 103 g/km, in everyday use.........(see spritmonitor icon in my signature)
