I've done three full reports so far. I first checked the smog history via that website you mentioned, then I told them the year range I wanted and that I wanted detailed smog reports for a given year range like 1997-2011, etc. Guy seemed ok with me doing it, though I don't know if it's up to his discretion and that he could deny you if he doesn't like you. I told him I wanted the smog history so I can see how clean the vehicle was when it was much younger so that I'd have an emissions goal to work towards. Also helps to know when the vehicle suddenly came into disrepair.
