Yes there are many vehicles that could get 25-28mpg under those conditions. Since you are driving with FE in mind I'll assume you're getting a few mpg better than epa average, although there is plenty of variability in driving technique.
Candidates could be a compact pickup or suv, small or mid size sedan.
