Be that as it may, even if they only get 5 mpg in the summer with the A/C blaring, if they have 20 people, that's 100mpg per person.

Plus, the AC is a necessary loss to get people to use the bus. If it was miserable hot, nobody would ride the bus, and so that gain in absolute MPG would be a loss in efficiency.

So that 130HP lost to AC means that it more efficiently uses it's gas to transport people, even if it's less efficient at moving a set distance.
