PWM for HHO projects

Hi, I am new member.
I have made my futuristic Generators for my two 2.5L diesel and gasoline car and they work fine. The problems are run away current. I need a PWM to control the current. So,I have bought some MX066 DC motor PWM from ebay and had installed into a box with Amp meter switch, fuse and LED light. I have a problem here. Before the PWM was install, I used to have 12amp to 20amp current to my generators. With these PWM, I only have 5amp the most and the production is less. Has any member use the MX066 before? How do I solve these lower current output.
