No, really mine was never getting past the first quarter mark, so I repaced the thermostat and checked the coolant temp sensor... now it gets between first quarter and halfway... maybe its another coolant temp sensor gone bad... my Saturn (S-Series in general) is known for it.

I'd block the grill and see what happens as far as temps. around here we have seen 100 deg days and mine seems to stay pretty firm even though I am running a WAI and have the grill blocked about 80 percent.

I'm working on my HAI and the left over material may be used as a grill block, just depends on how silly I'm feeling this evening when I get back to it.

You're right about the speed calibration. Just re-check it after a whole tank and fine-tune based on the results.

Cutoff is for DFCO. If your car has DFCO, you want to set it to the TPS reading at idle. Verify with the open/closed loop gauge - open loop means you're in DFCO mode. You should see 9999 mpg and open loop at the same time, and lower mpg / closed loop any other time, with the transition between the two aligned. You may have to adjust the cutoff +- 1 to get it dialed in.

Not really, they recommend the idle reading +4 as the default.
