At least partially?

Making it smaller? (Ala Honda VX or HF)

With less air going into the engine, less fuel will be injected (less power, but whatever!)

??

I don't think this will work. Yes you will get less fuel in in theory, because the O2 sensor and mass airflow will tell the computer to lean it out. The problem is the engine will labor to suck in air. This will require extra power. If your car doesn't just stall out, your mileage will probably go down.

yup mine plumeted when the hot air intake flap in the snorkel on my chvette was faulty and blocked the entire intake. im talking 19mpg...

Wow,

Ok how about a flap that party closes only when cruising (and not accelerating)?

Trying to get back to the 10hp needed at 60mph by using less air.

Hmmm I usually call this a dirty airfilter and it usually costs me a couple of mpg...

The "right" way to do it would be to downsize and lengthen the intake tubing. Then you'd push torque at low RPM wayyyyy up and it should pull you into minimum BSFC territory if you plan it for your rev range and driving conditions.

yes what your suggesting by blocking off part of an exiasting intake is just like a dirty air filter, we all know that causes mpg to go down...

That's called throttling, and it's already being done closer to the engine, operated by your foot.

By choking the engine like that, you only accomplish the opposite of one of the big hypermiling strategies -- reducing pumping losses. By choking it, you greatly increase pumping losses.
