Meijer, $0.10/gal off with Meijer Credit Card, winter storage, ~120 min idling, Disassembled Steering Column, Removed/Reinstalled Steering Shaft, Repacked Upper Steering Column Bearing, Greased Spherical Joint 2.2% through tank, Front-end alignment 78.3% through tank, Rebuilt Carburetor, Installed new O2 sensor, Eddie Motorsports Trunk Strut, Metro Trunk Seal, NTK Throttle Position Sensor, Tuned Carb (2x) 95.5% through tank.

Reassembled upper steering column

Removed steering column upper bearing housing, removed/reinstalled (with loctite) tilt assembly bolts, repacked rear upper shaft bearing (ball bearings had fallen out during disassembly), added extra grease to front upper shaft bearing and shaft tilt spherical joint, reinstalled upper bearing housing.

Removed/Reinstalled steering shaft, pushed lower column shaft "up"/into car, popping noise seems to be gone.

Disassembled steering column down to upper bearing housing to inspect column/shaft tilt spherical joint for "popping" noise when changing direction of steering wheel rotation.
