Most of my driving is in the city. My commute takes me about 10 miles one way. At the narrowest, it is four lanes at 45mph. The majority is 35mph.
What I do is accelerate quickly to 25mph, stick it in 5th gear and take my foot off the gas. Engine is turning at about 1200 RPMs and i cruise about 25 - 30 mph. According to my scangauge, this is about 55-60 mpg without air conditioning, 45-50 mpg with. After accelerating and sitting in traffic, it averages out to about 37 mpg.
After my most recent tank traveling to and from the airport i discovered that i get about he same mileage on the high way as i do in the city.
