92VX with 98Ex trans low MPG

I just bought a 92VX with 250k, that has a 98EX trans(according to vin on trans) and my VX ECU is CAli (p07-L00).

4 hour drive at avg 70mph gave 31MPG.
At 2000rpm in 5th gave me 47MPH.

I have someone with the p07-A00 ECU for sale and a VX trans.
He will trade my EX trans for his VX for $100 labor. And sell the ECU to me for $100.

Questions:
Will this trans swap make big difference?
Is he getting the better deal with the 98EX trans?
