The guy going 65 is not to blame for anything. Maybe the limit is higher than 65 there, but the limit is not the minimum, it's the maximum. I can never blame someone for obeying the legal speed limit...

You are correct. If you simply count seconds you will get an accurate distance that is proportional to your speed. Earlier in this thread, it seemed that 2 to 3 seconds is the most effective distance...
