Yes, but the EPA estimate would not be the same as the NEDC estimate. If the NEDC estimates 82mpg imperial, which is 68mpg us, the EPA estimate would probably be more like 60mpg or so.

Also be aware that the NEDC test cycle reports higher MPGs than the EPA (after taking into account the difference between UK gallons & US gallons).
