I'm thinking it's because of gearing after comparing the city/hwy figures of the hdi powered c3s to the 1.4l tdi lupos. City mileage is similar but highway mileage is different, which would follow...

It may weigh a half ton more than a diesel MT Jetta wagon (or Accord diesel, ~700lbs heavier), but I'm guessing it's more aerodynamic, which isn't that hard given VW's penchant for boxes... ;)
