The rear subframe looks to be intact with no signs of rusting....so you can drive the car into the ground at this point.

As far as making it look better to pass inspection...first use a rust...

It would work to cover the hole up and pass inspection. As long as the rear lower subframe (where the lower control arms attach to the chassis) are still good, there is enough of the rest of the car...

Unless your're good with welding or want to learn, I'd just plan on getting a different car.

Integrity isn't horribly compromised but it is at the point where I wouldn't take that car...

Wheels bearings usually don't knock, they hum and highway speeds, but the rear bearings are easy and relatively cheap to replace.

Clicking around corners is 99% CV shaft going/gone bad. Autozone has 'em cheap and they aren't hard to replace, just make sure you have a 32mm socket for the axle nut.

It may be the ugliest car...
