As long as you're not lugging the engine on the hills you'll be more efficient climbing them in the higher gear at lower vacuum readings. I've verified this with the use of the Scan Gauge in my '97...

Those are extremely high numbers with very little fluctuation. My '88 Escort will run 0-10 in/hg on take off climbing larger hills and harder acceleration and usually runs somewhere 10-15 in/hg at...
