I concur. Buy a cheap meter. Once you have a meter, it will be one of the first tools you grab in cases such as this.

I would not do that. I wonder if you could simply put a jumper on the fuse block to supply continuous power to the horn circuit. (make sure you're not bypassing the fuse)

I don't think the problem is in the column anyway. Unplug the horn relay and check the voltages at the terminals. That's where your problem lies I bet.

That's odd. I've never heard of that problem. I do know that strange things happen when fuses blow though, power crossfeeds backwards through the common grounds. If it was my truck I'd start with...

Dad always took the adjuster completely apart and lubed it with white lithium grease before putting it back together & back in the car. Never had one get stuck on us. I eventually replaced the two...

That's odd. Usually the body rusts out far before there's any loss of frame integrity due to rust. Is the truck from an area that aggressively uses salt in the winter?

The fuel injected 350 is a fantastic engine. That's what I have in my 98 Sierra. 13 years old, nearly 170,000 miles, and it idles so smooth & quiet that you can't hear it running from 10 feet away.
