UK time meaning?
On various tv programs we hear someone say half-(number) like "half-seven". Does that mean 6:30 or 7:30?

Half seven is halfway through the seventh hour (7.30). Sometimes we say half past seven, but it gets shortened to half seven. All depends on geographic location though, different regions/accents/languages all have their own way of saying things.

Compound that with quarter past, quarter to, ten past, 10 to. Then you have the 24-hour clock used for transport and businesses. No wonder small children have trouble learning to tell the time

We leaned toward half past but they never make it clear in dialogue so I came where I knew I'd find the answer. We watch several UK tv shows we like and it comes up regularly. Now we'll be certain. Thanks.

I think we actually covered this once back in grade school, when clocks were analogue. As well as the 'north by northwest' terms for compass directions.

“halb sieben” = 6:30, meaning halfway to seven
That’s why many non-native English speakers get confused—because their native language works differently.
