Deffinatly the tailer. Remember the old mini 2 person streamliners? Something like that can actually help reduce drag of whatever is pulling it by cleaning up airflow around the hatch.
I do not remember the numbers, but I can remember reduced FE in my Citroen D Special, even with the aftermarket rack empty. Fully loaded is a no brainer. I wish I had that rack now, I am sure it would go for $$$ on eBay.
